The install file can be downloaded using the Steinberg Download Assistant. The e-licenser is used for copy protection, but in this case, a USB e-licenser is not required. For my system, I elected to use the USB e-licenser since I have some other Steinberg products loaded on it already.

However, after relaunching Cubase and attempting to "Add MIDI Device" in the MIDI Device Manager, the newly added patch scripts were not recognized by my Cubase installation.
